The land occupied by the old cardboard factory next to Avenida Luis Inácio de Anhaia Mello, which will receive the Tiradentes Expressway, will host an intermodal terminal. This new public transportation network will bring profound transformations with consequences that will go beyond the limits of the block itself. Located in the Vila Prudente neighborhood, the block is bounded by the streets Ibitirama, Cavour and Itamumbuca.

The construction of a bus transfer station, with capacity for 6,000 passengers/hour, a trolleybus terminal and two subway stations is planned for this site, one planned for 2012 (line 2), with 65,000 passengers/hour and the other for 2025 (line 6: Freguesia do Ó – Oratório).

The bus station is being developed by SPTrans and was implemented along the avenue, in the lowest level of the factory area, partially expropriated; the subway stations do not have a specific project yet, but there are plans to expropriate the remaining portion of land. With the arrival of these high-capacity public transportation facilities, this area will invariably undergo structural transformations, which must be accompanied by a development plan that takes into consideration the multiplicity of urban impact factors. In a first step, it is essential that the transit traffic flows are indicated and that their spaces are large, compatible with the large number of people who will circulate in the immediate surroundings of the intermodal station. Therefore, it will be essential to include squares and public areas in the new development project.

The Vila Prudente neighborhood is traditionally characterized by low density occupation, predominantly horizontal, and mixed use, with important commercial activities along the streets Orfanato, Paes de Barros, Vila Ema, Zelina. The sector has recent occupation, in the 1930’s city maps [Sara Brasil] there is occupation only in the factory core and around the Padre Damião and Centenário da Vila Prudente squares, today respectively neighborhood commercial center and public equipment square [square, state school, children’s library and health unit]. The opening of Avenida Anhaia Mello and the canalization of the Mooca stream date from the 1970s. The occupation of the neighborhood has been gradually transforming, with the construction of residential towers and the formation of some closed condominiums.

Industrial occupation also characterizes the region, especially along the main circulation axes. However, there are several abandoned plots of land and others in transformation, gradually replaced by the new housing pattern that is being implanted. On the land in question, the Companhia Industrial Paulista de Papel e Papelão operated for 80 years, closing its doors in 1993. There is a set formed by two original sheds, relatively well preserved, and a smaller one, already quite uncharacterized. Other more recent constructions have been added to the block, of no historical or architectural interest.

There is no evidence of soil contamination, according to the Environmental Impact Study report, but it is recommended that more detailed research be done with CETESB when developing the specific projects for the stations and the development.

 

The project realizes the connection between the different means of transport, located at different elevations, and the adjacent urban fabric. The perimeter of the Diagonal Sul Urban Operation, under development by sempla, is limited by Rua Ibitirama, and the intervention area in question is therefore outside this perimeter.

The transfer station, according to SPTrans’ project, will have access through an underground passage, located on the first basement, which allows direct connection to the subway mezzanine.

The difference in level in this block reaches 9 meters high. The biggest difference is at the corner of Cavour and Itamumbuca Streets in relation to Anhaia Mello Avenue, which is practically flat. The project seeks to agree these levels through the proposed construction, creating direct accesses to the street along the entire perimeter, and patios and foundations that accommodate the height differences.

The project sought, therefore, to establish a mediation between the two scales present on the site: the neighborhood scale, of greater tranquility and silence, prioritizing the creation of living areas and green areas at the highest level; and the metropolitan scale, of the transportation corridor, at the lowest level, with intense flow of people and vehicles, and high noise levels.

Conceptually, the urban project is placed as a scheme of articulation of these spaces and indicated uses. Vertical and horizontal vectors are proposed for the occupation of the site, and these should be verified and revised as the program is consolidated.

The connection of the mezzanine with the subway platforms appears as a construction strategy, and should be planned before the development begins. In this study, it was proposed to build the underground mezzanine through a cut and cover system, simultaneously with the new development, using the land area remaining from the expropriation of SPTrans.

The incorporation of two preserved warehouses and the retaining walls, part of the 1913 core of the deactivated paper mill, seeks to enhance the industrial presence, a hallmark of the initial urbanization of this neighborhood. The complex now provides underground access to the subway and bus stations, and interconnects the different levels present in the block.

The high implementation costs of the two subway stations can be shared with other investors, with the possibility of incorporating new uses to the planned stations. These are programs that would feed the demand of the transportation system itself, reinforcing the metropolitan character of the equipment.

The presence of the intermodal station indicates the need to carry out an urban project that takes into account the impact on the wide surroundings in relation to the equipment, as the urbanistic analysis demonstrates.

After the definition of pertinent uses and the establishment of the project parameters for the Vila Prudente subway station, it will be necessary to adapt this project and develop the specific program next to the station, adapting it to the urban, market and economic-financial reality.
